Panel discussion on “Safety First, Alphabet later”

at The Parliament House, New Delhi, India

Forum of Safe Schools (FoSS) is a forum of School establishment, regulatory bodies, Parent-teachers Associations, Law Associations, Judiciary bodies and Civil Societies. Varied senior-members from these above institutions joined this colloquial-body which is intending to design and develop policies and programs to protect and safeguard school-children from all forms of atrocities and sexual harassments and life-threatening situations. FoSS is a joint initiative of INBA & shOObh. 

INTRODUCTION

As educators, as parents, as citizens, we know that young people do better at school and in life if they attend schools where they feel welcome and safe.

Students and educators must feel safe in school to create an optimal learning and teaching environment. Creating a safer school must take into account emotional and physical safety and security, and the school building and its infrastructure plays a vital role in both areas. Incorporating advanced security technology that bolsters security to create safer schools requires modernization and new construction plans designed to help prevent, intervene, mitigate and recover from the variety natural, physical, social and technological threats to the school and community.

Many schools are already being proactive in ensuring they have school policies and implement other activities that create safe and inclusive school environments, and other schools may be on that journey.

Forum of Safe Schools (FoSS) program contains research, ideas and strategies on how school can become Safe School – so that school can ensure they are doing everything possible in providing a welcoming and inclusive school experience for all students, their families, and staff.

MAIN OBJECTIVE:

The objective of the FoSS is to create awareness within school education fraternity including school administration, regulatory bodies, civil society, judiciary, and Parent-Teachers Associations about the safety and security of the school children in India
To help school collaborate and share child protection plan with each other to make each school a safe space for the children.

OTHER BROAD OBJECTIVES:

§Take a stock of the situation of the various forms of violence, torture and harassment including sexual harassment against children

§Identify various policy provisions, laws and regulatory mechanisms that prevent the rise of child abuse, exploitation and sexual harassment against children

§Identify the gaps in the policy, laws and regulations and develop a national framework to address these gaps in the system

§Identify and develop and action plan/ road map in consultation with various stakeholders that may lead to various policy reforms in India

§Develop an advocacy action plan to initiate the dialogue with the Government, child protection agencies and judiciary to take appropriate action on this regard.

§Take inputs from the experts about the conceptual framework of school safety and establish a tool-kit for implementation of school safety norms.

§To insure the implementation of and compliance to these policies.

What we expeCt as an outcome
           
           School should be the safest place for a child besides home. As policy makers, regulatory bodies, school-administers, civil societies, judiciaries, we want “school safety” norms properly implemented across the country that include the critical and necessary environment in which effective teaching and learning can take place. School safety supports student learning by creating and promoting a physically, emotionally, socially, and academically secure climate for students, staff, and visitors.
